UPSC invites Online Recruitment Applications ( ORA* ) for recruitment by selection to the following posts ( *: by using the website http://www.upsconline.nic.in )

Closing Date for Submission of Online Recruitment Application ( ORA ) through ORA website is 23:59 Hrs on 13.03.2014.

The last date for printing of completely submitted Online Application is upto 23:59 Hrs on 14.03.2014.

Date for determining the eligibility of all candidates in every respect shall be the prescribed closing date for submission of Online Recruitment Application ( ORA ). The applicants are advised to fill in all their particulars in the Online Recruitment Application carefully as submission of wrong information may lead to rejection through computer based shortlisting apart from debarment by the commission. 1. Two Joint Directors in Crops Division, Department of Agriculture and Cooperation, Ministry of Agriculture. Of the two posts, one post is reserved for Scheduled Tribes Candidates and remaining one post is Unreserved.

Qualifications : Essential : A. Educational : Post Graduate degree in any branch of Agricultural Sciences.

B.Experience : Five years’ experience in the area of Production and Productivity and other related aspects in food / cash crops e.g., Oilseeds / Jute / Cotton / Sugarcane / Pulses / Wheat / Millet / Rice.

Desirable :

  1. Doctorate based on work in plant breeding and genetics with particular reference to food and cash crops ( Oilseeds / Jute / Cotton / Sugarcane / Pulses / Wheat / Millet / Rice ) and familiarity with the problems relating to their production.
  2. Knowledge of the latest development and current research and extension work in food and cash crops ( Oilseeds / Jute / Cotton / Sugarcane / Pulses / Wheat / Millet / Rice ).
  3. Expertise in writing technical reports of the above crops.
  4. Administrative experience.

Duties : To assist Central Government to plan, coordinate and monitor crops development programmes at the national level and recommend measures to improve them. To coordinate with States / UTs to implement crops programmes to increase production and productivity. To interact with national and state institutions in planning the production of seeds. To liaise with State Agriculture Universities and Central Government institutes for organising training courses in improved production technology.

HQ : New Delhi ( will be posted in any of the nine Crops Development Directorates in India ).

2. One Senior Administrative Officer in National Sugar Institute, Kanpur, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. The post is Unreserved.

Qualifications : Essential : A. Educational : Degree of a recognised University or equivalent.

B. Experience : Seven years’ experience of administration, accounts and establishment work in a *supervisory capacity in a Government Office or Public body or a **commercial organization of repute. *The terms of supervisory capacity may be considered as post in PB-2 Rupee9300-34,800/- with grade pay of Rupee4600/-. ** The terms of Commercial organization of repute may be considered as follow :

  1. The organization should have total employees strength not less than 100.
  2. The organization should have proven record of profitability enjoying market goodwill as well.
  3. It should be a professionally managed organization offering quality products and / or services.

Desirable : Knowledge of Government rules and regulations.

Duties : To function as Head of Office. Appointing Authority for Group ‘C’ & ‘D’. Assisting the Chief Administrative & Finance Officer in general Supervision of the various activities of the Institute like Administration, accounts, purchase, legal matters, security, maintenance, control over expenditure etc. Any other work assigned by Director and / or Chief Administrative & Finance Officer.

HQ : Kanpur, but liable to be posted anywhere in India.

3. One Associate Professor in Chemistry, Army Cadet College Wing, Indian Military Academy, Dehradun, Ministry of Defence. The post is Unreserved. The post is suitable for Physically Challenged Persons with disability viz. Orthopedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ).

Qualifications : Essential : A. Educational :

  1. Good academic record with a Ph.D Degree in the discipline of Chemistry.
  2. Fifty five percent of the marks, or equivalent grade wherever grading system is followed at the Master’s Degree level in the discipline of Chemistry.
  3. Contribution to educational innovation, design of new curricula and courses, and technology- mediated teaching learning process with evidence of having guided Doctoral candidates and research students.
  4. A minimum score of 300 as stipulated in the Academic Performance Indicator ( API ) based Performance Based Appraisal System ( PBAS ) developed by University Grants Commission in these regulations.

B. Experience : A minimum of five years’ of experience of teaching and / or research in Chemistry in an academic research position equivalent to that of Assistant Professor in a university or college or accredited research Institution or Industry excluding the period of Ph.D Research with evidence of published work and a minimum of five publications as books and / or research or policy papers in Chemistry indexed or ISBN or ISSN numbered books or journals and university developed ISBN or ISSN list of journals hosted in the website of the concerned university.

Note I : A relaxation of five percent of marks may be provided at the Graduate and Master’s level for the Scheduled Castes or Scheduled Tribes or differently-abled ( Physically and Visually Handicapped ) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions. Rounding off of marks to make it to 55 % or 50 % as the case may be through grace mark procedure etc., by universities is not permissible for claiming relaxation.

Note II : A relaxation of 5 % may be provided, from 55 % to 50 % of the marks to the Ph.D Degree holders, who have passed their Master’s Degree prior to 19 September, 1991.

Note III : Relevant grade which is regarded as equivalent of 55 % wherever the grading system is followed by a recognized university shall also be considered eligible.

Note IV : Ph.D shall be a compulsory requirement for all candidates applying for direct recruitment as Associate Professor.

Note V : The period of time taken by candidates to acquire M. Phil and / or Ph. D shall not be considered as research experience to be claimed for appointment to the teaching positions.

Note VI : The term “Good Academic Record” means at least 55% marks or an equivalent grade of ‘B’ in the 7 point scale with letter grades O, A, B, C, D, E and F at Master’s Degree level in the relevant subject i.e. Chemistry from an Indian University or an equivalent Degree from accredited foreign University.

Note VIII : Fulfilling any of the requirement mentioned in EQ(A) (iii) will be considered sufficient for the purpose of EQ(A)(iii). Evidence of having guided Doctoral candidates and Research students will not be considered as an additional requirement, but as any other requirement indicated in EQ(A)(iii).

Duties : To impart academic instructions to cadets and assess them according to training programme and syllabus. To participate outdoors extracurricular activities of cadets in hilly / uneven terrain and perform the duties relating to paper setting, OIC examinations or invigilator, Administrative duties etc.
