UPSC Specialists Grade III Assistant Professor Essential Qualifications 2014 :

A. UPSC Specialists Grade III Assistant Professor Educational Qualifications 2014 :

  1. A recognized MBBS degree qualification included in the First or the Second Schedule or Part – II of the Third Schedule ( other than licentiate qualifications ) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in Part – II of the Third Schedule should also fulfill the conditions stipulated in sub-section (3) of section 13 of the Indian Medical Council Act, 1956.
  2. Post Graduate degree in the concerned speciality or Superspeciality mentioned in Section-A of Schedule VI i.e. Doctor of Medicine ( Medicine ) or Doctor of Medicine ( General Medicine ).

Note I : The Medical qualifications possessed by the candidate should have the recognition of the Medical Council of India. In case of medical posts other than Allopathic system of medicine.

Note II : Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to the Indian Medical Council Act, 1956 ( 102 of 1956 ), consequent to recognition granted or withdrawn by Government of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule – VI.

Note III : The Post-graduate Medical qualifications awarded by India Universities must have been included in the Schedules to the Indian Medical Council Act,1956 ( 102 of 1956 ) for the purpose of Schedule VI.

Note IV : In the case of holder of Doctorate of Medicine ( D.M. ) or Magister Chirurgiae ( M.Ch. ) qualification of five year’s duration, the period of Senior Post Graduate residency rendered in the last part of the said of Doctorate of Medicine ( D.M. ) or Magister Chirurgiae ( M.Ch ) shall be counted towards requirement of teaching experience.

Note V : Holders of speciality Board of USA abroad qualifications should complete the entire requirements of Board concerned.

Note VI : For equivalence of DNB qualification with ( M.Ch. / D.M. ) or D.M. / M.Ch, the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette notification No. MCI-12(2) / 2010-Med.Misc. dated 11.6.2012 and produce such verification certificate at the time of interview.

UPSC Specialists Grade III Assistant Professor Experience 2014 : At least three year’s teaching experience as Senior Resident or Tutor or Demonstrator or Registrar in the concerned Specialty or Super-specialty in a rec organized teaching institution after obtaining the first Post Graduate degree.

Note : Teaching experience in any other post like the post of General Duty Medical Officer / Medical Officer shall not be considered for eligibility purpose for recruitment to Teaching posts.

UPSC Specialists Grade III Assistant Professor Duties 2014 : To impart theoretical and practical instructions to under-graduate / post-graduate medical students. To conduct and guide research work in the speciality. To render patient care in the speciality. Any other duties that may be assigned by the authorities from time to time.

Any Other Conditions : The other conditions of service will be laid down in the CHS Rules,1996, and other rules in force from time to time in particular :

  1. Private practice of any kind what so ever shall not be allowed including any consultation and laboratory practice.

Should have been a member of State Judicial Service for a period of five years; Or Should have held a post in the Legal Department of a State Government for five years; Or Should have been a Central Government Servant who has had experience in Legal Affairs for five years; Or Should have been a qualified legal practitioner* who has practiced as such for five years; Or Should have been a teacher of Law for five years in a recognized Institution; Or Should have five year’s experience of translation into Oriya Language of statutes, statutory rules and orders in Central Government or State Government; Or Should have five years’ experience of drafting of statutes in Central Government or State Government; Or

  1. Bachelor’s Degree in Law ( LLB ) from a University established or incorporated by or under a Central Act; a Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government; and
  2. Should have been a member of State Judicial Service for a period of seven years; Or Should have held a post in the Legal Department of a State Government for seven years Or Should have been a Central Government Servant who has had experience in Legal Affairs for seven years; Or Should have been a qualified legal practitioner* who has practiced as such for seven years; Or Should have been a teacher of Law for seven years in a recognized Institution; Or Should have seven year’s experience of translation into Oriya Language of statutes, statutory rules and orders in Central Government or State Government; Or Should have seven year’s experience of drafting of statutes in Central Government or State Government.
  3. Passed Secondary School Examination or any higher Examination from a recognized board or university or Institution through medium of Oriya Language or had offered Oriya as a subject in Secondary School Examination or any higher examination from a recognized board or university or any institution or foreign University approved by the Central Government. *The expression “Qualified Legal Practitioner” used in the Recruitment Rules in respect of the post of Assistant Legislative Counsel ( Regional Languages ) in Official Languages Wing, means a person who is an advocate or a pleader and has practiced as such for five years in case of Master’s Degree in Law ( LLM ) holder or seven years in case of Bachelor’s Degree in Law ( LLB ) holder.

UPSC Assistant Legislative Counsel Desirable Qualification 2014 :

  1. Five year’s experience of legislative drafting in Oriya language in Central or State Government.
  2. Bachelor’s degree from a University established or incorporated by or under a Central Act; a Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government with Oriya language as a subject or medium at degree level.

UPSC Assistant Legislative Counsel Duties  2014 : Preparation of authenticated translation of Central Statutes, Statutory Rules and Regulation etc. in Oriya language and give general assistance to Joint Secretary and Legislative Counsel ( Official Languages Wing ).

13. One Assistant Legislative Counsel ( Punjabi ) in Official Languages Wing, Legislative Department, Ministry of Law and Justice. (UR-1). The post is suitable for Physically Challenged Persons with disability viz. Blindness or Low Vision i.e. Blind ( B ) or Partially Blind ( PB ) or Orthopedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ) or One Leg and One Arm Affected ( OLA ). The post is permanent.

UPSC Assistant Legislative Counsel Pay Scale 2014 : Rupee15,600 – 39,100 ( PB – 3 ) + Rupee6,600 ( Grade Pay ) ( T.E. Rupee44,400/- Approx. ) + TA and HRA as admissible, General Central Service, Group ‘A’, Gazetted, Non-Ministerial.

*Age Limit for UPSC Assistant Legislative Counsel 2014 : 40 yrs.
