Union Public Service Commission invites Online Recruitment Applications ( ORA* ) for Recruitment by Selection to the following posts ( * : by using the website http://www.upsconline.nic.in ).

Important Dates for UPSC Recruitments 2015
Closing Date for Submission of Online Recruitment Application ( ORA ) through ORA website is 23:59 Hrs on 29.01.2015.
The last date for printing of completely submitted Online Application is upto 23:59 Hrs on 30.01.2015.
Date for determining the eligibility of all candidates in every respect shall be the prescribed closing date for submission of Online Recruitment Application ( ORA ). The applicants are advised to fill in all their particulars in the Online Recruitment Application carefully as submission of wrong information may lead to rejection through computer based shortlisting apart from debarment by the Union Public Service Commission.
Date for the interview on which the shortlisted candidate is required to bring the printout of his / her Online Application alongwith other documents at UPSC shall be intimated separately.

1. Four Associate Professors ( Computer Science ) in National Defence Academy, Khadakwasla, Pune, Ministry of Defence. ( OBC – 01, UR – 03 ). The posts are suitable for Physically Challenged Persons with disability viz. Orthopedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ). The posts are Permanent.

UPSC Associate Professor Pay Scale 2015 : Rupee37,400 – 67,000 + Rupee9,000 ( Academic Grade Pay ) ( T.E. Rupee96,048/- Approx. ) + TA and HRA as admissible, General Central Service, Group ‘A’, Gazetted, Non-Ministerial.

Age* Limit for UPSC Associate Professor 2015 : 45 yrs.

Qualifications : Essential : A. Educational for UPSC Associate Professor 2015 :

  1. Good academic record with a Ph.D. degree in Computer Science.
  2. A Master’s Degree in Computer Science with at least 55% marks or an equivalent grade in a point scale wherever grading system is fol-lowed.
  3. Contribution to educational innovation, design of new curricula and courses and technology mediated teaching learning process with evidence of having guided doctoral candidates and research students.
  4. A minimum score of 300 points as stipulated in the Academic Performance Indicator ( API ) based Performance Based Appraisal System ( PBAS ) by the University Grants Commission.

B. UPSC Associate Professor Experience 2015 : Minimum of eight year’s of experience of teaching and or research in Computer Science in an academic / research position equivalent to that of Assistant Professor in a University, College or Accredited Research Institution / Industry excluding the period of Ph.D research with evidence of published work and a minimum of five publications as books and or research / policy papers.

Explanation :

  1. The term “Good Academic Record” means at least 55% marks or an equivalent grade of ‘B’ in the 7 point scale with letter grades O,A,B,C,D,E and F at Master’s Degree level in Computer Science from an Indian University or an equivalent Degree from accredited foreign University.
  2. Fulfillment of any one of the conditions stipulated at EQ A (iii) will be considered sufficient towards requirement of EQ-A (iii).
  3. Consolidated API score requirement of 300 points from category III of APIs shall be as stipulated by UGC Notification dated 30 Jun 2010 as amended vide UGC notification dated 13 Jun 2013 for the post of Associate Professor.

Note I : A relaxation of 5% may be provided at the graduate and master’s level for the Scheduled Caste / Scheduled
Tribe / Differently-abled ( Physically and visually handicapped ) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions. The eligibility marks of 55% marks or an equivalent grade in a point scale wherever grading system is followed and the relaxation of 5% to the categories mentioned above are permissible, based on only the qualifying marks without including any grace mark procedures.

Note II : A relaxation of 5% may be provided, from 55% to 50% of the marks to the Ph.D. degree holders, who have passed their Master’s degree prior to 19th September, 1991.

Note III : Relevant grade which is regarded as equivalent of 55% wherever the grading system is followed by a recognized University, shall also be considered eligible.

Note IV : The period of time taken by candidates to acquire M.Phil. and / or Ph D. degree shall not be considered as teaching / research experience to be claimed for appointment to the teaching positions.

Duties : In addition to primary duty of teaching, an Associate Professor would participate in all academic / social events. He / she would assist the Head of Department in revision of syllabus and day to day functioning of the department. Special duties such as Officer-in-Charge examination, Library NDA journal are assigned to Associate Professors.

2. Two Assistant Professors ( Chemistry ) in National Defence Academy, Khadakwasla, Pune, Ministry of Defence. ( UR – 02 ). The posts are suitable for Physically Challenged Persons with disability viz. Orthopedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ). The posts are Permanent.

UPSC Assistant Professor Pay Scale 2015 : Rupee15,600 – 39100/- + Rupee6000/- ( Academic Grade Pay ) ( T.E. Rupee44,712/- Approx. ) + TA and HRA as admissible, General Central Service, Group ‘A’, Gazetted, Non-Ministerial.

Age* Limit for UPSC Assistant Professor 2015 : 35 yrs.

Qualifications : Essential : A. Educational for UPSC Assistant Professor 2015 :

  1. Good academic record as defined by the concerned University with at least 55% or an equivalent grade in a point scale wherever grading system is followed at the Master’s Degree level in Chemistry from an Indian University or an equivalent degree from an accredited Foreign University.
  2. Must have cleared National Eligibility Test ( NET ) conducted by the University Grants Commission, Council for Scientific and Industrial Research or similar test accredited by the University Grants Commission.
  3. Notwithstanding anything contained in clauses (i) and (ii) candidates who are, or have been awarded a Ph.D Degree in accordance with the University Grants Commission ( Minimum Standards and Procedure for Award of Ph.D.Degree ) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of National Eligibility Test ( NET ) / State Level Eligibility Test ( SLET ) / State Eligibility Test ( SET ) for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions.
  4. National Eligibility Test ( NET ) / State Level Eligibility Test ( SLET ) / State Eligibility Test ( SET ) shall also not be required for such Masters Programmes in disciplines for which NET / SLET / SET is not conducted.

Explanation :

  1. The term ‘Good Academic Record’ means at least 55% marks at Master’s Degree level in Chemistry.
  2. Qualification acquired in the field of Organic / Inorganic / Physical Chemistry will be treated as relevant for the purpose of this recruitment.

Note I : A minimum of 55% marks or an equivalent grade in a point scale wherever grading system is followed will be required at the master’s level for those recruited as teachers at any level from industries and research institutions and at the entry level of Assistant Professor.

Duties : In addition to primary duty of teaching a Assistant Professor will assist in all aspects of training of cadets. He / she will perform all administrative duties as assigned by higher authorities and participate in academic / social events.

3. Twenty Specialists Grade-III Assistant Professors ( Obstetrics and Gynecology ) in Ministry of Health and Family Welfare. ( ST – 01, SC – 03, OBC – 06, UR – 10 ). The posts are Permanent.

UPSC Specialists Pay Scale 2015 : Rupee15,600 – 39,100 ( PB – 3 ) + Rupee6,600 ( Grade Pay ) ( T.E. Rupee45,954/- Approx. ) + NPA + TA and HRA as admissible, Central Health Service, Teaching Specialist Subcadre.

Age* Limit for UPSC Specialists 2015 : 40 yrs.

Qualifications : Essential : A. Educational for UPSC Specialists 2015 :

  1. A recognized MBBS degree qualification included in the First or the Second Schedule or Part-II of the Third Schedule ( other than licentiate qualifications ) to the Indian Medical Council Act, 1956 ( 102 of 1956 ). Holders of educational qualifications included in Part-II of the Third Schedule should also fulfill the conditions stipulated in sub-section (3) of section (13) of the Indian Medical Council Act, 1956 ( 102 of 1956 ).
  2. Post Graduate degree in the concerned speciality or Super-speciality i.e. Doctor of Medicine ( Obstetrics and Gynaecology ) or Master of Surgery ( Obstetrics and Gynaecology ).

Note I : The Medical qualifications possessed by the candidate should have the recognition of the Medical Council of India. In case of medical posts other than Allopathic system of medicine, the qualifications should be included in the respective Schedule of the Act governing that system of medicine.

Note II : Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to the Indian Medical Council Act, 1956 ( 102 of 1956 ), consequent to recognition granted or withdrawn by Government of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI.

Note III : The Postgraduate Medical qualifications awarded by India Universities must have been included in the Schedules to the Indian Medical Council Act,1956 ( 102 of 1956 ) for the purpose of Schedule VI.

Note IV : In the case of holder of Doctorate of Medicine ( D.M. ) or Magister Chirurgiae ( M.Ch. ) qualification of five year’s duration, the period of Senior Post Graduate residency rendered in the last part of the said of Doctorate of Medicine ( D.M. ) or Magister Chirurgiae ( M.Ch ) shall be counted towards requirement of teaching experience.

Note V : For equivalence of DNB qualification with MD / MS or DM / M.Ch the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette notification No.MCI-12(2)/2010-Med.Misc.dated 11.6.2012 and produce such verification certificate at the time of interview.

B. UPSC Specialists Experience 2015 : At least three years teaching experience in the concerned specialty as Senior Resident or Tutor or Demonstrator or Registrar in the concerned Specialty or Super-specialty in a recognized teaching institution after obtaining the first Post graduate degree.

Note : Teaching experience in any other post like the post of General Duty Medical Officer / Medical Officer shall not be considered for eligibility purpose for recruitment to teaching posts.

Duties : To impart theoretical and practical instructions to under graduate / post-graduate medical students. To conduct and guide research work in the speciality. To render patient care in the speciality. Any other duties that may be assigned by the authorities from time to time.

Any other Conditions :

The other conditions of service will be laid down in the CHS Rules, 1996, and other rules in force from time to time in particular :

  1. Private practice of any kind what so ever shall not be allowed including any consultation and laboratory practice.
  2. The candidate selected will, if so required shall be liable to serve in any Defence service or post connected with the Defence of India, for a period not less than four years including the period spent in training if any : Provided that such officer shall not :
    1. be required to serve as aforesaid after the expiry of ten years from the date of appointment or from the date of joining the service.
    2. Ordinarily be required to serve as aforesaid after attaining the age of 45 years.

4. Six Specialists Grade-III Assistant Professors ( Plastic Surgery ) in Ministry of Health and Family Welfare. ( OBC – 04, UR – 02 ). The posts are Permanent.

UPSC Specialists Pay Scale 2015 : Rupee15,600 – 39,100 ( PB – 3 ) + Rupee6,600 ( Grade Pay ) ( T.E. Rupee45,954/- Approx. ) + NPA + TA and HRA as admissible, Central Health Service, Teaching Specialist Sub-cadre.

Age* Limit for UPSC Specialists 2015 : 40 yrs.

Qualifications : Essential : A. Educational for UPSC Specialists 2015 :

  1. 5. One Director ( Institute ) in Weaver’s Service Centres and Indian Institutes of Handloom Technology, Office of the Development Commissioner for Handlooms, Ministry of Textiles. ( UR – 01 ). The post is Temporary but likely to continue indefinitely.

UPSC Director Pay Scale 2015 : Rupee15,600 – 39,100 ( PB – 3 ) + Rupee7,600 ( Grade Pay ) ( T.E. Rupee48,024/- Approx. ) + TA and HRA as admissible, General Central Service, Group ‘A’, Gazetted, Non-Ministerial.

Age* Limit for UPSC Director 2015 : 50 yrs.

Qualifications : Essential : A. Educational for UPSC Director 2015 :

Degree in Textile Technology or Textile Chemistry or Textile Processing or Bachelor of Engineering or Bachelor of Technology with specialization in Textile Technology or Textile Processing or Textile Chemistry from a recognized University or Institute.

B. UPSC Director Experience 2015 : Ten year’s experience in textile weaving or processing unit or textiles mill, out of which five years experience should be as a Dyeing or Bleaching or Processing Master / Spinning or Weaving Master / Shift in-charge / Manager in a textile production establishment or Corporation or Institute and five years teaching experience as a Professor / Reader / Lecturer in Textile Chemistry / Bleaching / Dyeing / Printing / Finishing in a recognized Institute.

UPSC Director Desirable Qualification 2015 :

  1. Master of Technology or Doctor of Philosophy in Textile Technology or Textile Processing or Textile Chemistry from a recognized University or Institute.
  2. one year experience in administration and management of any educational Institution.

Duties : To be Incharge of the Indian Institute of Handloom Technology in respect of Administration, Research Section and also imparting training to the candidates in improved methods of handloom weaving, dyeing and designing. To devise channels of advice in order to build up the closest possible liaison between the Institute and the handloom production units.

6. Sixty-five Assistant Public Prosecutors in Directorate of Prosecution, Home Department, Govt. of NCT of Delhi. ( SC – 09, OBC – 21, UR – 35 ). The posts are suitable for Physically Challenged Persons with disability viz. Blindness or Low Vision with Blind ( B ) or Partially Blind ( PB ) or Orthopedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not Arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ) or One Leg and One Arm Affected ( OLA ). The posts are Permanent.

UPSC Assistant Public Prosecutor Pay Scale 2015 : Rupee9,300 – 34,800 ( PB – 2 ) + Rupee4,600 ( Grade Pay ) ( T.E. Rupee28,773/- Approx. ) + TA and HRA as admissible, General Central Service, Group ‘B’, Gazetted, Non-Ministerial.

Age* Limit for UPSC Assistant Public Prosecutor 2015 : 30 yrs.

Qualifications : Essential : A. Educational for UPSC Assistant Public Prosecutor 2015 :

A degree in Law of a recognized University or equivalent*. * Equivalent referred may be treated as LLB.

B. UPSC Assistant Public Prosecutor Experience 2015 : Three year’s experience at the Bar.

UPSC Assistant Public Prosecutor Desirable Qualification 2015 : Experience as Government Advocate.

Duties : To conduct cases in courts of Metropolitan Magistrates on behalf of Govt. of NCT of Delhi / Teach law in any institution / organization and give advice to police in criminal cases / maintain record / statistical information of criminal cases pending in MM courts.
