Assistant Soil Conservation Officer


1. Three Assistant Soil Conservation Officer ( National Resources Management / Rainfed Farming System ), Department of Agriculture & Cooperation, Ministry of Agriculture. The UPSC posts are unreserved. Of the three posts one UPSC post is reserved for physically challenged persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs affected but not arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ). The UPSC posts are also suitable for physically challenged persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs affected but not arms ( BL ) or One Leg affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ).

Qualifications : Essential :

A. Assistant Soil Conservation Officer Educational : Master’s degree in Agronomy or Agriculture with Agronomy as a subject or Agricultural Chemistry or Soil Science or Agricultural Extension or Agricultural Economics or Agricultural Botany / Botany or Forestry or Degree in Agricultural Engineering of a recognized university or equivalent.

B. Experience : Three years experience of soil and water conservation / watershed management including reclamation and development of degraded lands.

Assistant Soil Conservation Officer Duties : Implementation of NWDPRA in 28 States and 2 UTs, scheme of watershed development fund and PM special package of 31 distressed districts of Bundelkhand region. Monitoring activities of National Watershed Development Committee. Participating in the working group of NDC for rainfed farming and watershed development. Monitoring and evaluation of World Bank and other externally aided projects. Processing of new project proposals submitted by State Government seeking bilateral assistance.

Assistant Soil Conservation Officer HQ : New Delhi.

2. One Director in National Sugar Institute, Kanpur, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. The UPSC post is unreserved.

Qualifications : Essential :

A. Director Educational : Master’s Degree in Science in Bio-Chemistry / Physical Chemistry / Agriculture Chemistry / Organic Chemistry of a recognized university or institute. Or Bachelor’s Degree in Science with post graduate diploma in Sugar Technology / Sugar Engineering from a recognized university or institute. Or degree in Chemical / Mechanical / Electrical Engineering of a recognized university or institute. Or associateship diploma in Sugar Technology / Sugar Engineering awarded by National Sugar Institute, Kanpur.

B. Experience : Fifteen years’ research / practical / teaching experience at degree level from a recognized institute including experience in designing, erecting and operating an up-to-date sugar manufacturing or chemical plant.

Director Duties : Functioning as head of organization having administrative and financial powers. Planning, Organizing, Directing, and controlling of all the affairs and activities of the institute including teaching and research. Participating as a technical expert in the standing and sub-committees of sugar development fund. Rendering technical advice to sugar factories. Any other work assigned by the administrative ministry and / or the Government.

Director HQ : Kanpur with liability to serve anywhere in India.

3. Four Lady Medical Officer ( Family Welfare ) in Office of Directorate General of Armed Forces Medical Services, Ministry of Defence. Of the four UPSC posts, one post is reserved for Other Backward Classes candidates and remaining three posts are unreserved.

Qualifications : Essential :

Medical Officer Educational :

  1. A recognized medical qualification included in the first or second schedule or part II of the third schedule ( other than licentiate qualification ) to the Indian Medical Council Act 1956. Holders of educational qualification included in part II of the third schedule should also fulfill the conditions stipulated in the sub – section (3) of section 13 of the Indian Medical Council Act 1956.
  2. Completion of compulsory rotating internship.

Medical Officer Desirable : Three years experience in family planning and educational method including training in technique of medical termination of pregnancy and tubectomy operations.

Medical Officer Duties : She will be responsible for implementation of Family Welfare Programme. She will provide consultation on family welfare methods, carryout IUD insertion and perform / arrange for sterilization operation volunteers. She will be required to make home visits for promotion of family welfare and also be responsible for administration of family welfare centres.

Any other Conditions : The officer will not be allowed private practice of any kind whatsoever, including consultation and laboratory practice.

4. Four Medical Officer / Research Officer ( Unani ), Department of Ayush, Ministry of Health & Family Welfare. Of the four UPSC posts, one post is reserved for Other Backward Classes candidates and remaining three posts are unreserved. The UPSC post is suitable for physically challenged persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ).

Qualifications : Essential :

Medical Officer / Research Officer Educational :

  1. Degree in Unani Medicine from a Recognised university / Statutory State Board / Council / Faculty of Indian Medicine or equivalent recognised under the Indian Medicine Central Council Act,1970 ( 48 of 1970 ).
  2. Enrolment on the Central Register of Indian Medicine or State Register of Indian Medicine.

Medical Officer / Research Officer Duties : To work as a doctor in CGHS Dispensaries and as Research Officer in Department of AYUSH.

Medical Officer / Research Officer HQ : Department of AYUSH and at CGHS Dispensaries Units anywhere in India.

5. Thirty eight Deputy Director of Mines Safety ( Mining ) in Directorate General of Mines Safety, Ministry of Labour & Employment. Of the thirty eight UPSC posts, eight posts are reserved for Scheduled Castes candidates, three UPSC posts are reserved for Scheduled Tribes candidates, eight posts are reserved for Other Backward Classes candidates and remaining nineteen UPSC posts are unreserved.

Qualifications : Essential :

A. Deputy Director Educational

  1. Degree in Mining Engineering of a recognized university / institution or equivalent.
  2. First class mine managers’ certificate granted under the coal mines regulations, 1957, or under the metalliferous mines regulations, 1961 ( Unrestricted ).

B. Experience : Seven years experience in mining in large and mechanized underground mines.

Deputy Director Desirable : Post – Graduate Degree in Mining Engineering.

Deputy Director Duties : Inspection of mines in connection with the enforcement of Mines Act, 1952 and the rules and regulations framed there-under and any other duties that may be assigned.

Any Other Conditions : Candidates recruited to the UPSC post will be covered by the new contributory pension scheme and the candidates selected will be required to join immediately.

6. Twenty seven Deputy Director of Mines Safety ( Mechanical ) in Directorate General of Mines Safety, Ministry of Labour & Employment. Of the twenty seven UPSC posts, three posts are reserved for Scheduled Castes candidates, one UPSC post is reserved for Scheduled Tribes candidates, seven posts are reserved for Other Backward Classes candidates and remaining sixteen posts are unreserved.

Qualifications : Essential :

A. Deputy Director Educational : Degree in Mechanical Engineering from a recognized university or equivalent.

B. Experience : Ten years professional experience in an industrial installation or engineering workshop ( including at least two years’ experience in Mechanical Engineering in direct relation to plant and equipment used in mining ).

Deputy Director Desirable : Post – graduate degree in Mechanical Engineering.

Deputy Director Duties : To inspect, examine and test mechanical installations in mines such as headgear, haulage, and winding engines, cages, ropes etc. and to prepare reports of such inspections.

Any Other Conditions : Same as in item no. 5 above.

7. Twenty six Deputy Director of Mines Safety ( Electrical ) in Directorate General of Mines Safety, Ministry of Labour & Employment. Of the twenty six UPSC posts, two posts are reserved for Scheduled Castes candidates, four posts are reserved for Scheduled Tribes candidates, eight UPSC posts are reserved for Other Backward Classes candidates and remaining twelve UPSC posts are unreserved.

Qualifications : Essential :

A. Deputy Director Educational : Degree in Electrical Engineering from a recognized university or equivalent.

B. Experience : Ten years professional experience in generation, transmission or distribution of electricity or maintenance of electrical equipment ( including at least two years’ experience in Electrical Engineering in direct relation to plant and equipment used in mining ).

Deputy Director Desirable : Post – graduate degree in Electrical Engineering.

Deputy Director Duties : Inspection of mines in connection with the enforcement of Mines Act, 1952 and the rules and regulations framed thereunder and any other duties that may be assigned.

Any Other Conditions : Same as in item no. 5 above.

8. Three Deputy Director ( Medical ) in Directorate General, Factory Advice Service and Labour Institutes, Mumbai, Ministry of Labour & Employment. Of the three UPSC posts, two posts are reserved for Other Backward Classes candidates and remaining one UPSC post is unreserved.

Qualifications : Essential :

A. Deputy Director Educational : A recognized medical qualification included in the first or the second schedule or part II of the third schedule ( other than the licentiate qualifications ) to the Indian Medical Council Act, 1956 ( 102 of 1956 ). Holders of educational qualifications included in part II of the third schedule should fulfil the conditions stipulated in section 13 (3) of the said act.

B. Experience : Five years’ professional experience including three years’ experience in the field of occupational health preferably in factories or mines.

Deputy Director Desirable : Post graduate Degree or Diploma in social and preventive medicine or industrial hygiene or physiological medicine occupational health from a recognised university or equivalent.

Deputy Director Duties : Design of training programmes in various areas of occupational health. Identification of training needs of group of employees of various organisations and design and conduct of in-plant training programme at the factories. Carry out research studies and surveys in the field of occupational health and recommend appropriate measures to the industries for improving the working conditions. Guide and supervise the work of technical staff during the studies and prepare reports of the studies.

Any Other Conditions : Same as in item no. 5 above.

Deputy Director HQ : Mumbai, Kolkata, Chennai, Faridabad and Kanpur, with liability to serve anywhere in India.

9. Two Deputy Director ( Staff Training / Productivity ) in Directorate General, Factory Advice Service and Labour Institutes, Ministry of Labour & Employment. The UPSC posts are exclusively reserved for Other Backward Classes candidates. The UPSC posts are suitable for physically challenged persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ).

Qualifications : Essential :

A. Deputy Director Educational :

  1. Degree in Mechanical or Electrical or Chemical or Production or Industrial Engineering of a recognised university or equivalent.
  2. Five years experience in engineering workshop or industry or training institute. Or
  1. Degree in Mechanical or Electrical or Chemical or Production or Industrial Engineering followed by the UPSC post graduate diploma in Production Engineering or Industrial Engineering of a recognised university or equivalent.
  2. Three years experience in engineering workshop or industry or training institute.

Deputy Director Desirable : Experience in organizing, planning or conducting training programmes for supervisors and other management personnel or experience of productivity science wing of engineering workshop or industry or training Institute.

Deputy Director Duties : To conduct training programmes for trainers and supervisors, advise and co-ordinate with industries for studies including research surveys in the areas of productivity. To carry out studies / surveys for improving their productivity, safety and health. Conduct courses in modern industrial engineering techniques.

Deputy Director HQ : Mumbai, Kolkata, Kanpur, Chennai and Faridabad with liability to serve anywhere in India.

10. Ten Assistant Director Grade II ( Chemical ) in Development Organization ( MSMEDO ), Department of Office of the Development Commissioner, Ministry of Micro, Small and Medium Enterprises. Of the ten UPSC posts, one post is reserved for Scheduled Castes candidates, two UPSC posts are reserved for Scheduled Tribes candidates, one post is reserved for Other Backward Classes candidates and remaining six posts are unreserved. Of the ten UPSC posts, one UPSC post is reserved for physically challenged persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with One Arm Affected ( Right or Left ) ( OA ). The UPSC posts are also suitable for physically challenged persons with disability viz. Qualifications : Essential :

A. Assistant Director Educational : Master`s degree in Chemistry or Industrial Chemistry / Degree in Chemical Technology or Chemical Engineering from recognized university / institute or equivalent; and

B. Experience : Two years` experience of supervisory capacity in a technical / industrial unit of repute* in Drug, Pharmaceutical, Fine Chemical, manufacturing / testing of Rubber, Plastics and allied products or experience in promotion of small scale industries in areas of entrepreneurship development and quality control. ( *Technical / industrial unit of repute is defined as any registered enterprise having good name / recognition in the field of industries in terms of production of quality goods / products / in providing services, employments etc. Reputed firm may cover Autonomous Bodies / Public Undertaking / Private Limited / Limited Companies etc and Government organizations ).

Assistant Director Desirable :

  1. Familiarity with the latest techniques of production and use of modern instruments, equipments processes and tools as applied in the chemical industries; and
  2. Basic knowledge of computers particularly application side of currently used software / packages for offices.

Assistant Director Duties : To visit Micro, Small and Medium Enterprises and advise their supervisory staff and workers about different problems, suggest improved techniques of production, Quality standards and method of working, conduct entrepreneurship development programmes & tests for quality certification in the field of Chemical Engineering / Chemical Technology. Any other duties that may be assigned for time to time.

11. Three Deputy Director General / Regional Director in Ministry of Tourism. The UPSC posts are unreserved.

Qualifications : Essential :

A. Deputy Director General / Regional Director Educational :

  1. Graduation in any discipline from a recognized university.
  2. Diploma or certificate of foreign language(s) course other than English for a minimum period of six months.

B. Experience : Ten years’ experience in the field of public relations or publicity or administrative work including three years’ experience in the field of tourism and hospitality in the Central Government or State Governments or Union Territories or public sector undertakings or universities or recognized research institutions or Semi-Governments or Statutory or Autonomous Organizations or Recognized Organizations.

Deputy Director General / Regional Director Duties : Organizing tourist promotion / publicity activities in India and abroad with the objective to promote travel to and within India. Survey tourist resources and maintain upto date record of available facilities. Attend all enquiries regarding tourist amenities and attractions. Co-operation with international travel & tourist organizations etc.

Deputy Director General / Regional Director HQ : Anywhere in India and abroad.
