Note :

Candidates reporting time at test center is 20 minutes before the scheduled commencement of the test.

Candidates will not be admitted to the test if the candidate report 10 minutes after the scheduled commencement of the test.

Candidates must bring hard copy ( print out ) of his / her e-admit card to the test hall to secure admission.

Syllabus of the UPSC Assistant Provident Fund Commissioners Test :

I. Scheme of the UPSC Assistant Provident Fund Commissioners Test :

  1. The UPSC Assistant Provident Fund Commissioners test will be of two hours duration and the medium of the test will be both Hindi and English.
  2. The UPSC Assistant Provident Fund Commissioners test will be an objective type with multiple choices of answers and will carry a maximum of 100 marks.
  3. There will be penalty for wrong answer. Every wrong answer will carry a deduction of one third of the marks assigned to that question. If no answer is marked for a question, there will be no penalty for that question.

II. Syllabus of the UPSC Assistant Provident Fund Commissioners Test :

  1. General English : To evaluate candidates understanding of English language and workman – like use of words.
  2. Indian Culture, Heritage and Freedom Movements and Current Events.
  3. Population, Development and Globalization.
  4. Governance and Constitution of India.
  5. Present trends in Indian Economy.
  6. Accounting and Auditing, Industrial Relations, Labour Laws, Insurance.
  7. Basic knowledge of Computer applications, General Science.
  8. Elementary Mathematics, Statistics and General Mental Ability.
  9. Social Security in India.

Important Notes :

A. The candidate must take the Test only at the Test Venue indicated in the Admit Card only. If the candidate appears at any other Test Venue, his candidature is liable to be cancelled.

B. Shortlisted candidates would be asked to submit the documents in support of their claim for the posts. Their documents will be scrutinized and those candidates who fulfil all the eligibility conditions of the posts shall be called for UPSC Assistant Provident Fund Commissioners interview.

C. The candidates are directed to undertake the Recruitment Test at their own risk i.e. after verifying that they fulfil the qualifications as prescribed in the Advertisement, and their admission to the Test is purely ‘provisional’.

Instructions to Candidates

UPSC Assistant Provident Fund Commissioners e-Admit Card 2015

1. Immediately on downloading of the e-admit card, the candidate should check it very carefully and bring to the notice of the Union Public Service Commission the discrepancies, if any, without loss of time. Special attention may be paid to the subject of the Test. Efforts will be made to upload the revised e-Admit Card(s) at the earliest in case of discrepancies. He / She must read carefully the important instructions mentioned on page no.2 of e-admit card. He / she must bring hard copy ( print out ) of his / her e-admit card to the test hall to secure admission. The candidates who do not have clear photographs on the e-admit card will have to bring two passport size photographs for appearing in the Recruitment Test with an undertaking along with an original photo identity proof viz. Aadhar Card / Driving License / Passport / Voter ID. etc.

  1. The candidate is responsible for the safe custody of the e-Admit Card. In the event of one’s e-Admit Card being used by any other person for securing admission to the Test, the onus lies on the candidate to prove that he / she has not secured the service of an impersonator and the candidature will be can celled and he / she will be liable for disciplinary action.
  2. The candidate should note that the name in the e-Admit Card might have been abbreviated due to technical reasons. No correspondence in this regard will be entertained by the Commission.
  3. The candidate must bring the e-Admit Card to the Test Hall. After entering the Test Hall, the candidate must fill the Attendance List as per instructions and sign the Attendance List which will be produced before him / her by the Invigilator and then hand over the Attendance List to the Invigilator.

Date for determining the eligibility of all candidates in every respect shall be the prescribed closing date for submission of UPSC Online Recruitment Application ( ORA ). The applicants are advised to fill in all their particulars in the Online Recruitment Application carefully as submission of wrong information may lead to rejection through computer based shortlisting apart from debarment by the commission.

Date for the UPSC interview on which the shortlisted candidate is required to bring the printout of his / her Online Application alongwith other documents at UPSC shall be intimated separately.

Union Public Service Commission invites Online Recruitment Applications ( ORA* ) for Recruitment by Selection to the following posts ( * : by using the website http://www.upsconline.nic.in )

One Hundred Seventy Assistant Provident Fund Commissioners in Employees’ Provident Fund Organisation, Ministry of Labour & Employment ( SC-24, ST-14, OBC-54 & UR-78 ).

Of the One Hundred Seventy posts, eight posts are reserved for Physically Challenged Persons with disability. Of the eight posts reserved for Physically Challenged Persons with disability, five posts are reserved for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not Arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ) and remaining three posts are reserved for Physically Challenged Persons with disability viz. Hearing Impairment { Deaf ( D ) or Partially Deaf ( PD ) }. The posts are also suitable for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not Arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ) Or Hearing Impairment { Deaf ( D ) or Partially Deaf ( PD ) }. The posts are permanent.

Pay Scale for UPSC Assistant Provident Fund Commissioners 2015 : Rupee15,600-Rupee39,100 ( PB-3 ) + Rupee5,400 ( Grade Pay ) ( T.E. Rupee44,730/- Approx. ) + TA and HRA as admissible. Group ‘A’, Non-Ministerial.

Age Limit for UPSC Assistant Provident Fund Commissioners 2015 * : 35 yrs*.

UPSC Assistant Provident Fund Commissioners 2015 Qualifications : Essential : Educational : Degree of a recognized University or equivalent.

Desirable Qualifications : Diploma in Company Law / Labour Laws / Public Administration.

UPSC Assistant Provident Fund Commissioners 2015 Duties : Duties of Assistant Provident Fund Commissioner inter alia are to look after the work of Enforcement, Recovery, Accounts, Administration, Cash, Legal, Pension and Computer which includes the statutory and administrative functions like conducting inquiry; settlement of claims; general administration; maintenance of Cash Book / Reconciliation of Bank Statements; MIS returns etc.

Probation : One year.

HQ : Liable to serve anywhere in India excluding Jammu & Kashmir.

Any Other Conditions :

  1. Employees’ Provident Fund Organisation is a statutory body and service under it will not be treated as Govt. Service.
  2. In respect of permanent Government Servant appointed as APFC, the EPFO can pay leave salary and pension contribution as admissible under the rules for two years if demand is made by the parent department for the same for maintaining lien. If he / she ultimately chooses to go back to his / her parent department, the amount remitted is liable to be refunded to the organisation before the officer is relieved.
