Union Public Service Commission invites Online Recruitment Applications ( ORA* ) for Recruitment by Selection to the following posts ( * : by using the website http://www.upsconline.nic.in )

1. One Assistant Professor of Sugar Technology in National Sugar Institute, Kanpur, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. The post is Unreserved.

Qualifications : Essential : A. Educational : Degree in Science / Engineering with ( i ) Associateship in Sugar Technology awarded by National Sugar Institute, Kanpur Or ( ii ) Post Graduate Diploma in Sugar Technology from a recognized University / Institute
or equivalent.

B. Experience : Five years experience of Teaching / Research / Advisory experience in the field of Sugar Technology or five years practical experience of working in a sugar factory in a supervisory / managerial capacity.

Desirable : ( i ) Ph.D. ( Chemistry ) Or fellowship in Sugar Technology awarded by the National Sugar Institute, Kanpur. ( ii ) Experience in drafting and editing of Scientific and Technological Reports and Reviews.

Duties : Teaching, research and rendering technical advice to sugar and allied industries. Any other work assigned by Senior Officers / Director.

HQ : National Sugar Institute, Kanpur, but liable to be posted anywhere in India.

2. One Junior Scientific Officer ( Agriculture Chemistry ) in National Sugar Institute, Kanpur, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. The post is exclusively reserved for Scheduled Castes Candidates.

Qualifications : Essential : A. Educational : M.Sc. Degree in Agriculture Chemistry from a recognised University or Institute or equivalent; Or M.Sc. Degree in Agriculture with specialization in Agriculture Chemistry from a recognised University or Institute or equivalent.

B. Experience : Three years Research experience in Agriculture Chemistry or Teaching experience at degree level in Agricultural Chemistry in an Institute or College.

Duties : Teaching, research and rendering technical advice to sugar and allied Industries. Any other work assigned by the Senior Officers / Director.

HQ : Kanpur but liable to be posted anywhere in India.

3. One Junior Scientific Officer ( Organic Chemistry ) in National Sugar Institute, Kanpur, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. The post is Unreserved.

Qualifications : Essential : A. Educational : ( i ) Post Graduate degree in Chemistry with specialization in Organic Chemistry from a recognized University / Institute or equivalent. ( ii ) Three years’ research experience in Organic Chemistry and teaching experience at degree level, in Organic Chemistry. OR Doctorate in Organic Chemistry, from a recognized University.

Desirable : ( i ) Research experience in Carbohydrate Chemistry; or ( ii ) Experience of guiding research work.

Duties and HQ : Same as in Item No. 2 above.

4. One Junior Scientific Officer ( Physical Chemistry ) in National Sugar Institute, Kanpur, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. The post is exclusively reserved for Other Backward Classes Candidates.

Qualifications : Essential : A. Educational : ( i ) Post Graduate degree in Chemistry with specialisation in Physical Chemistry from a recognised University or equivalent. ( ii ) Three years’ research / practical experience in Physical Chemistry / teaching experience at degree level in Physical Chemistry. Or Doctorate in Physical Chemistry from a recognised university or equivalent.

Desirable : ( i ) Experience in sugar factory / distillery / industrial units. ( ii ) Experience of guiding research work.

Duties and HQ : Same as in Item No. 2 above.

5. One Scientist SB ( Electrical ) in National Test House, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution. The post is exclusively reserved for Other Backward Classes candidates.

Qualifications : Essential : A. Educational : Master’s degree in Physics ( Pure / Applied ) / Computer Science or degree in Electrical / Electronics / Computer Science and Engineering / Computer Science and Technology, Telecommunication / Radio Physics of a recognized University or equivalent. B.Experience :Three years practical experience in the testing and evaluation of electrical stores / materials / measuring instruments in a recognized laboratory or Institute. Desirable : Research and Development experience in testing and evaluation techniques, material science, quality control, standardisation and calibration.

Duties : Scientist SB( Electrical ) is overall in-charge of the Laboratory. He is also responsible for scrutiny of the samples in the light of prescribed guidelines and authorized to seek any clarification from the element relating test before marking the same to Scientific Officers / Assistants for testing. He is responsible for checking the draft Report submitted by Scientific Officer / Assistants and also sign on final test Report on behalf of Director General, National Test House. He will assist the Scientist SC in other technical matters.

HQ : Kolkata with liability to serve anywhere in India.

6. Eight Deputy Superintending Archaeologist in Archaeological Survey of India, Ministry of Culture. Of the eight posts, two posts are reserved for Scheduled Castes Candidates, two posts are reserved for Other Backward Classes Candidates and remaining four posts are Unreserved. The posts are suitable for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with One Arm Affected ( Right or Left ) ( OA ).

Qualifications : Essential : Educational : ( i ) Master’s Degree in Indian History / Archaeology / Sanskrit / Persian / Prakrit / Pali / Arabic / Anthropology with knowledge of Stone-Age Archaeology / Geology with knowledge of Pleistocene Geology of a recognized University or equivalent. ( II ) Diploma in Archaeology from the Archaeological Survey of India or equivalent. OR Two years’ research experience in Ancient or Medieval Indian History, Archaeology, Epigraphy, Museology, Architecture or any study connected with the art and Architecture of India with specialization in one or more of the following fields : ( a ) Pre-history and Proto- History; ( b ) Art and Architecture Northern India ( Early period ); ( c ) Medieval Monuments of Northern India and Deccan, and ( d ) Art and Architecture of South India with special preference to Temples.

Duties : To assist the Superintending Archeologist in the discharge of his official duties such as Documentation of antiquarian remains, drawing of inspection Notes and highlighting the need of preservation of protected monuments, To ensure steps against encroachment, vandalism mutilation of monuments, Conducting exploration and excavation. Check measure various type of conservation work.

Any Other Conditions : Candidates selected for the post will, during the period of probation, be required to undergo training as per requirements of the job prescribed by the Archaeological Survey of India and will be required to pass a departmental examination before confirmation.

7. Two Professor ( Electronics & Communication Engineering ) in Indian Naval Academy, Ezhimala, Integrated Headquarters ( Navy ), Directorate of Civilian Personnel, Ministry of Defence. Of the two posts, one post is reserved for Other Backward Classes Candidates and remaining one post is Unreserved. The posts are suitable for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ).

Qualifications : Essential : A. Educational : ( i ) Ph. D Degree with the first class degree at Bachelor’s or Master’s level in Electronics and Communication Engineering.

B. Experience : Ten years experience in teaching / industry / research out of which 5 years must be at the level of Assistant Professor and / or equivalent. For candidates from Industry and profession : Master’s degree in Electronics & Communication Engineering with professional work which is significant and can be recognized as equivalent to Ph. D degree and with 10 years industrial / professional experience of which at least 5 years should be at a senior level comparable to that of Professor would also be eligible.

Desirable : Administrative experience in a responsible position.

Duties : He / She will be required to conduct classes develop curriculum, prepare learning resource material, student guidance and counselling and assist students in Laboratory work. Besides, he / she will be required to work in the area of research and consultancies as well as administrative duties as required by the Principal.

HQ : Integrated Headquarters, Ministry of Defence ( Navy ) with all India service liability.

8. One Lecturer ( Electrical & Electronics Engineering ) in Indian Naval Academy, Ezhimala, Integrated Headquarters ( Navy ), Directorate of Civilian Personnel, Ministry of Defence. Qualifications : Essential : Educational : First Class Bachelor’s degree in Electrical & Electronics Engineering. OR First class Master’s degree in Electrical & Electronics Engineering.

Duties and HQ : Same as in Item No. 7 above.

9. Twenty-one Scientist ‘B’ in Botanical Survey of India, Ministry of Environment and Forests. Of the twenty-one posts, three posts are reserved for Scheduled Castes candidates, two posts are reserved for Scheduled Tribes candidates, four posts are reserved for Other Backward Classes Candidates and remaining twelve posts are Unreserved. The posts are also suitable for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both legs affected but not arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ) or One Leg and One Arm Affected ( OLA ).

Qualifications : Essential : Educational : Master’s Degree in Science in the required Discipline ( Botany ) from a recognized University or equivalent.

Desirable : ( i ) Experience in research / teaching in the relevant field( Taxonomy of any of the following group : angiosperm / Bryophytes / lichens / Fungi / Algae or Molecular taxonomy ). ( ii ) Knowledge of Latin / German / French / Russian.

Duties : To undertake research on floristics / taxonomic revisions. To identify plants. To prepare proper scientific reports on field or herbarium specimens. To undertake field excursions. To supervise the work of Botanical Asstt & Technical Asstt.

HQ : Kolkata with liability to serve anywhere in India.

10. Twenty-one Assistant Professor ( Anatomy ), Ministry of Health and Family Welfare. Of the twenty-one posts, two posts are reserved for Scheduled Castes candidates, three posts are reserved for Scheduled Tribes Candidates, six posts are reserved for Other Backward Classes Candidates and remaining ten posts are Unreserved.

Qualifications : Essential : A. Educational :  ( i ) A recognized Medical qualification included in the First or the Second Schedule or Part-II of the Third Schedule ( other than licentiate qualifications ) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in Part-II of the Third Schedule should also fulfill the conditions stipulated in sub-section ( 3 ) of section 13 of the Indian Medical Council Act, 1956. ( ii ) Post Graduate degree qualification in the concerned speciality i.e., M.S.( Anatomy ), M.Sc.( Anatomy ), M.Sc.( Medical Anatomy ), Ph.D ( Anatomy ), D.Sc.( Anatomy ) or equivalent. [For equivalence of DNB qualifications with MD / MS or DM / M.Ch, the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette notification No.MCI-12( 2 ) / 2010-Med. Misc. dated 11.6.2012 and produce such verification certificate at the time of interview].

B. Experience : Three years’ Teaching experience in the concerned speciality i.e., Anatomy as Lecturer / Tutor / Registrar / Demonstrator / Sr. Resident after requisite post graduate degree qualification. [The teaching experience in any other post like the post of GDMO / MO shall not be considered for eligibility purpose for recruitment to the Teaching posts].

Note-I : The Medical qualifications possessed by the candidates should have the recognition of the Medical Council of India. In case of medical posts other than Allopathic system of medicine, the qualifications should be included in the respective Schedule of the Act governing that system of medicine. The proof thereof may be attached.

Note-II : In so far as post graduation medical qualifications awarded by Indian Universities are concerned, they should also find a place in the Schedules to Indian Medical Council Act, 1956, as amended from time to time.

Note-III : Holder of equivalent Post-Graduate qualifications as are approved by the Medical Council of India from time to time will be considered to have requisite Post Graduation qualification in the subject concerned. In case of medical posts other than Allopathic System of medicine, the qualifications should be included in the respective Schedule of the Act governing that system of medicine. The proof thereof may be attached.

Note-IV : Holders of specialty Board of USA abroad qualifications should complete the entire requirements of Board concerned.

Note-V : In terms of Government of India, Ministry of Health & Family Welfare ( Department of Health ) Notification No.V.11015 / 12 / 78-ME(Policy) dated 29.8.1978, the qualifications granted in United Kingdom shall be recognized medical qualifications only when granted on or before 11.11.1978.

Note-VI : In the case of qualification in Super-Specialties ( M.Ch. / D.M. ) except in the case of holders of D.M. / M.Ch. of five years duration, the holders should have obtained M.D. ( General Medicine ) or M.S. ( General Surgery ) or an equivalent qualification as prescribed by the said Council in its recommendations on post graduate medical examination. Note-VII In the case of holder of D.M. / M.Ch. qualification of five years duration, the period of Senior Post Graduate residency rendered in the last part of the said D.M. / M.Ch. shall be counted towards requirement of experience.

Duties : To impart theoretical and practical instructions to under-graduate / post graduate medical students. To conduct and guide research work in the specialty. To render patient care in the specialty. Any other duties that may be assigned by the authorities from time to time.

Any Other Conditions : ( a ) Private practice of any kind whatsoever shall not be allowed including any consultation and laboratory practice. ( b ) The candidate selected will, if so required shall be liable to serve in any Defence service or post connected with the Defence of India, for a period not less than four years including the period spent in training if any : Provided that such officer shall not ( a ) be required to serve as aforesaid after the expiry of ten years from the date of appointment or from the date of joining the service, ( b ) Ordinarily be required to serve as aforesaid after attaining the age of 45 years.

11. Nine Assistant Professor ( Cardiology ), Ministry of Health and Family Welfare. Of the nine posts, three posts are reserved for Scheduled Castes candidates, one post is reserved for Scheduled Tribes candidates, three posts are reserved for Other Backward Classes Candidates and remaining two posts are Unreserved.

Qualifications : Essential : A. Educational : ( i ) Same as in Item No. 10 above. ( ii ) Post Graduate degree qualification in the concerned speciality i.e., D.M.( Cardiology ) or equivalent. [For equivalence of DNB qualifications with MD / MS or DM / M.Ch, the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette notification No.MCI-12( 2 ) / 2010-Med. Misc. dated 11.6.2012 and produce such verification certificate at the time of interview].

B. Experience : Three years’ Teaching experience as Sr. Resident / Tutor / Demonstrator / Registrar in the concerned super-speciality i.e., Cardiology in a recognized teaching institution after obtaining the first post graduate degree. [The teaching experience in any other post like the post of GDMO / MO shall not be considered for eligibility purpose for recruitment to the Teaching posts].
