Union Public Service Commission invites Online Recruitment Applications ( ORA* ) for recruitment by selection to the following posts ( *: by using the website www.upsconline.nic.in ).

Important Dates for UPSC Recruitment 2016
1. Closing date for submission of UPSC Online Recruitment Applications ( ORA ) through ORA website is 23:59 Hrs on 11.02.2016.
2. The last date for printing of completely submitted Online Application is upto 23:59 Hrs on 12.02.2016.
3. Date for determining the eligibility of all candidates in every respect shall be the prescribed closing date for submission of Online Recruitment Application ( ORA ). The applicants are advised to fill in all their particulars in the Online Recruitment Application carefully as submission of wrong information may lead to rejection through computer based shortlisting apart from debarment by the commission.
4. Date for the interview on which the shortlisted candidate is required to bring the printout of his / her Online Application alongwith other documents at UPSC shall be intimated separately.

1. One Assistant Library and Information Officer, Ministry of Agriculture & Farmers Welfare, Department of Agriculture, Cooperation & Farmers Welfare ( UR – 01 ). The post is permanent but initially to be filled up on temporary basis.

UPSC Assistant Library Pay Scale 2016 : Rupee9,300 – 34,800 ( PB – 2 ) + Rupee4,600 ( Grade Pay ) ( T.E. Rupee30,441/- Approx. ) + TA and HRA as admissible. General Central Service, Group B, ‘Gazetted’, Non-Ministerial.

Age* Limit for UPSC Assistant Library 2016 : 30 yrs.

UPSC Assistant Library Qualification : Essential : A. Educational 2016 : Bachelors Degree in Library Science or Library and Information Science of a recognised University or institute.

B. UPSC Assistant Library Experience 2016 : Two years professional experience in a library under Central Government or State Government or Autonomous or Statutory organisation or Public Sector Undertaking or University or recognised Research or Educational institute.

Desirable Qualification for UPSC Assistant Library 2016 :

  1. Masters Degree in Library Science or Library and information Science of a recognized University or Institute.
  2. Diploma in Computer Application from a recognized University or Institute.

Duties :

  1. Responsible for operation, maintenance and management of Institute Library.
  2. Assist in procurement of Books, periodical, Teaching, materials, planning and organizing of the Library, Information Centre, Exhibitions, Publication, Advertisement and publicity of Institutes activities, Technical processing of documents, Information and documentation service.
  3. Assist in administration work of the institute.

HQ : Ministry of Agriculture & Farmers Welfare, Krishi Bhawan, New Delhi with liability to serve anywhere in India.

2. Forty-nine Civilian Medical Officers, Ministry of Defence, Director General of Armed Forces Medical Services ( SC – 07. ST – 04, OBC – 14 & UR – 24 ). Of the forty-nine posts, three posts are reserved for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with One Leg Affected ( Right or Left ) ( OL ) or One Arm Affected ( Right or Left ) ( OA ). UPSC Civilian Medical Officer Pay Scale 2016 : Rupee15,600 – 39,000 ( PB – 3 ) + Rupee5,400 ( Grade Pay ) ( T.E. Rupee45,990/- Approx. ) + NPA + TA and HRA as admissible. General Central Service, Group ‘A’ Gazetted, Non-Ministerial.

Age* Limit for UPSC Civilian Medical Officer 2016 : 35 yrs.

UPSC Civilian Medical Officer Qualification : Essential : Educational 2016 :

  1. A recognized medical qualification included in the first or second Schedule or Part II of the third schedule ( other than licentiate qualification ) to the Indian Medical Council Act 1956. Holders of the educational qualifications included in Part II of the third schedule should fulfil the condition stipulated in Sub-section (3) of section 13 of the Indian Medical Council Act, 1956.
  2. Completion of Compulsory rotating internship.

UPSC Civilian Medical Officer Desirable Qualification 2016 : Post graduate medical qualification in any discipline.

Duties : Civilian Medical Officer is an adviser to the unit Commander on health related matters. His / her normal duties are as under :

  1. To provide medical care and arrange for hospitalization / specialist treatment, where necessary.
  2. Inoculation and vaccination of entitled personnel.
  3. To examine non-Gazetted Employees for fitness in respect of recruitment, etc.
  4. To maintain medical documents / data / statistics, sanitation and promote family planning.
  5. To carry out any duty as may be assigned by the Medical Directorate from time to time.

HQ : New Delhi. However, they will be liable to serve anywhere in India.

Any Other Conditions : All India service liability.

3. One Specialist Grade – III Assistant Professor ( Cancer Surgery ), Ministry of Health & Family Welfare ( UR – 01 ). The post is suitable for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not Arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or Muscular Weakness and Limited Physical Endurance ( MW ). The post is permanent.

UPSC Specialist Qualification : Essential : A. Educational 2016 :

  1. A recognized MBBS degree qualification included in the First Schedule or the Second Schedule or Part – II of the Third Schedule ( other than licentiate qualifications ) to the Indian Medical Council Act, 1956 ( 102 of 1956 ). Holders of educational qualifications included in Part – II of the Third Schedule should also fulfill the conditions specified in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 ( 102 of 1956 ).
  2. Post-Graduate degree in the concerned specialty or Super-speciality i.e. Magister Chirurguie ( Surgical Oncology ); or Master of Surgery or Master of Surgery ( Ear, Nose, Throat ); or Master of Surgery ( Orthopaedics ); or Doctor of Medicine ( Obstetrics and Gynaecology ) with two years special training in Surgical Oncology.

Note : Teaching experience as Senior Resident or Tutor or Registrar or Demonstrator in Department of Surgical Oncology after Master of Surgery / Master of Surgery ( Ear, Nose, Throat ) / Master of Surgery ( Orthopaedics ) / Doctor of Medicine ( Obstetrics and Gynaecology ) shall be considered as special training in Surgical Oncology. Therefore, the candidates having Master of Surgery / Master of Surgery ( Ear, Nose, Throat ) / Master of Surgery ( Orthopaedics ) / Doctor of Medicine ( Obstetrics and Gynaecology ) only must have minimum two years experience in the Department of Surgical Oncology and remaining one year in the Department of Surgery, ENT, Orthopaedics or Obst. & Gynae. to become eligible for the post.

Note – I : For equivalence of DNB qualifications with MD / MS or DM / M.Ch, the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette notification No.MCI-12(2)/2010-Med.Misc. dated 11.6.2012 and produce such verification certificate at the time of interview.

Note – II : Any Post Graduation Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to Indian Medical Council Act, 1956 ( 102 of 1956 ), consequent to recognition granted or withdrawn by Govt of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule – VI.

Note – III : The Post Graduation Medical Qualifications awarded by Indian Universities, must have been included in the Schedules to Indian Medical Council Act, 1956 ( 102 of 1956 ) for the purpose of Schedule VI.

Note – IV : In the case of holders of Doctorate of Medicine ( DM ) or Magister Chirurgiae ( M.Ch. ) qualification of five years duration, the period of Senior Post Graduate residency rendered in the last part of the said of Doctorate of Medicine ( DM ) or Magister Chirurgiae ( M.Ch. ) shall be counted towards requirement of teaching experience.

Note – V : Teaching experience in any other post like the post of General Duty Medical Officer or Medical Officer shall not be considered for eligibility purpose for recruitment to teaching posts.

Note – VI : The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India.

Note – VII : The qualifications are relaxable at the discretion of the commission, for reasons to be recorded in writing, in case of candidates otherwise well qualified.

Note – VIII : The qualification regarding experience is relaxable at discretion of the Commission, for reason to be recorded in writing, in the case of candidates belonging to Scheduled Castes and the Schedule Tribes if, at any stage of selection, the Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

B. UPSC Specialist Experience 2016 : At least three years teaching experience as Senior Resident or Tutor or Demonstrator or Registrar in the concerned Specialty or Super-speciality in a recognized teaching institution after obtaining the first Post graduate degree.

Duties :

  1. To impart theoretical and practical instructions to under-graduate / post-graduate medical students;
  2. To conduct and guide research work in the speciality;
  3. To render patient care in the speciality;
  4. Any other duties that may be assigned by the authorities from time to time.

Any Other Conditions :

  1. The other conditions of service will be laid down in the CHS Rules, 1996, and other rules in force from time to time in particular.
  2. Private practice of any kind what so ever shall not be allowed including any consultation and laboratory practice.
  3. The candidate selected will, If so required shall be liable to serve in any Defence service or post connected with the Defence of India, for a period not less than four years including the period spent in training, if any : Provided that such officer shall not (a) be required to serve as aforesaid after the expiry of ten years from the date of appointment or from the date of joining the service, (b) Ordinarily be required to serve as aforesaid after attaining the age of 45 years.

4. Two Specialist Grade – III Assistant Professors ( Urology ), Ministry of Health & Family Welfare ( OBC – 01 & UR – 01 ). The posts are suitable for Physically Challenged Persons with disability viz. Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not Arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or Muscular Weakness and Limited Physical Endurance ( MW ). Therefore, the candidates having Doctor of Medicine ( Medicine ) / Doctor of Medicine ( Paediatrics ) only must have minimum two years experience in the Department of Gastroenterology and remaining one year in the Department of Medicine or Paediatrics to become eligible for the post.

Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy with Both Legs Affected but not Arms ( BL ) or One Leg Affected ( Right or Left ) ( OL ) or Muscular Weakness and Limited Physical Endurance ( MW ). UPSC Chemist Qualifications : Essential : A. Educational 2016 : Master’s degree in Chemistry from a recognised University or institution.

B. UPSC Chemist Experience 2016 : Three years experience in chemical analysis of ores and minerals from a laboratory recognized as a Research Laboratory by Council of Scientific and Industrial Research ( CSIR ) / Department of Science and Technology ( DST ) or any other such government organization carrying out chemical analysis of ores and mineral.

UPSC Chemist Desirable Qualification 2016 : Doctorate in Chemistry from a recognized University or Institution.

Duties : To carry out chemical analysis of ores and minerals by conventional as well as by instrumental technique. Supervise the work of analysis of ores, minerals, ore dressing products and environmental samples carried out by the Assistant Chemist and other junior staff. Undertake the maintenance and repairing work of the instruments in the Chemical Laboratory. Coordination and standardization of instruments / equipment using suitable methods.

HQ : Nagpur with liability to serve anywhere India.

14. Two Economic Officers, Ministry of Road Transport & Highways, Department of Road Transport & Highways ( UR – 02 ). The posts are suitable for Physically Challenged Persons with disability viz. Age* Limit for UPSC Economic Officer 2016 : 30 yrs.

UPSC Economic Officer Qualifications : Essential : A. Educational 2016 :

  1. Post-Graduate Degree in Economics or Applied Economics or Business Economics or Econometrics from recognized University or Institute; Or
  2. Post Graduate Degree in Mathematics with one paper in Economics from a recognized University or Institute; Or
  3. Post Graduate Degree in Statistics with one paper in Economics, from a recognized University or Institute; Or
  4. Post-Graduate Degree in Commerce with one paper in Economics, from a recognized University or Institute.

B. UPSC Economic Officer Experience 2016 : Two years experience in collection, compilation, analysis and interpretation of statistical data relating to Transport Sector, in the Government organization.

Duties : Supervising the collection, compilation, scrutiny and tabulation of data for publications on Road, Road Transport and Shipping Sector. Economic analysis of data for the preparation of reports / research studies in respect of subjects under the administrative purview of the Ministry of Road Transport and Highway and Ministry of Shipping.
