UPSC 2011 Recruitment

1. One Assistant Commissioner ( Fishing Harbour ) in the Department of Animal Husbandry Dairying and Fisheries, Ministry of Agriculture. The UPSC Assistant Commissioner ( Fishing Harbour ) post is Unreserved.

Qualification : Essential : A. Educational :

Degree in Civil Engineering from a recognized University or equivalent.

B. Experience :

Seven years’ experience relating to Planning and Construction of Harbours.

UPSC Assistant Commissioner ( Fishing Harbour ) Duties :

Planning, development and constructions of Fishing Harbours and Shore Installation. To deal with International fishing Harbor matters. Coordination of results of research at fisheries research institutions and filed work of State Fisheries Departments. To advise and assist in all matters relating to the development of fishing Harbours and Shore installation and to formulate and process programmes relating to such developments.

HQ : Initially at Delhi, Liable to serve anywhere in India.

2. One Scientist-SB ( Physical-Civil ) in National Test House, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution. The UPSC ( Scientist-SB ) post is Unreserved. The Scientist-SB post is also suitable for Physically Challenged persons with disability viz. Orthopedically Handicapped / Locomotor disability / Cerebral Palsy with One Leg Affected ( OL ).

Qualification : Essential : A. Educational :

Master’s Degree in Physics ( Pure / Applied) or Chemistry ( Pure / Applied / Industrial ) or Degree in Chemical Technology / Civil Engineering of a recognized University or equivalent.

B. Experience :

Three years’ practical experience of testing and evaluation of building materials employing physical methods of analysis.

Desirable :

Specialized knowledge of modern methods of testing soil for engineering purposes / refractory materials / heat insulating materials / cement / timber etc.

Duties of Scientist-SB :

The Scientist SB is the overall in-charge of laboratory, assists in purchasing of instruments etc. for laboratory. He is also responsible for scrutiny of the samples in the light of prescribed guidelines and authorized to seek any a clarification from the claimant relating to test before marking the same to Scientific Officer / Assistant for testing. He is responsible for checking the draft Report submitted by Scientific Officer / Assistant and also signs on the final test report on behalf of Director General. He assists the Scientist SC in other technical matters.

HQ : National Test House, Kolkata / Mumbai / Chennai / Jaipur / Ghaziabad / Guwahati.

3. Three Deputy Assistant Director ( Police Science ) in the North Eastern Police Academy ( NEPA ), Meghalaya, Ministry of Home Affairs. The UPSC Deputy Assistant Director posts are Unreserved.

Qualification : Essential : A. Educational :

Bachelor`s Degree in Law or Master`s Degree in criminology from a recognized University or equivalent.

B. Experience :

Two years’ practical experience at the Bar or two years teaching experience in Police Training Institutes.

Deputy Assistant Director ( Police Science ) Duties :

To teach IPC, Cr.PC, Evidence Act, Minor Act and other allied subjects on Police Science and Crime Investigation etc. to the Dy. S.P. and Sub-Inspectors of Basic Course, including various short term courses. Also to carry out other duties related to training assigned to him by the Director from time to time.

HQ : Umsaw, Umiam, Meghalaya.

4. Five Deputy Drugs Controller ( India ) in the Central Drugs Standardization Control Organization ( CDSCO ) under the Directorate General of Health Services, Ministry of Health & Family Welfare. Out of five posts, one post is reserved for Scheduled Castes candidates, one post is reserved for Other Backward Classes candidates and remaining three posts are Unreserved.

Qualification : Essential: A. Educational :

Master’s degree in Chemistry / Pharmaceutical Chemistry / Bio-Chemistry / Pharmacy / Pharmacology of a recognized University or equivalent.

B. Experience :

Twelve years’ experience in dealing with problems connected with drug standardization and control of drug standards or in the manufacture or testing of drugs.

Desirable :

Experience of administration of the Drugs and Cosmetics Act, 1940 and the rules thereunder and / or of manufacture and testing of drugs and / or dealing with problems connected with import and export of drugs.

UPSC Deputy Drugs Controller Duties :

To assist Drug Controller (I) in uniform implementation of various provisions of Drugs and Cosmetics Act related to Import and Central Licence Approving Authority. To coordinate with the State Licensing Authorities with respect to joint inspection and assist investigation of adulterated / sub-standard / spurious drugs moving in the inter-state commerce. To organize statutory meetings of CDSCO such as Drugs Consultative Committee and Drugs Technical Advisory Board etc.
