South Central Railway Recruitment 2015 for Technician Grade III

Sub : Selection to the post of Technician Gr.III ( P.M. ) in PB – 1 Rupee5200 – 20200 ( RP ) with Grade Pay of Rupee1900/- against 25% LDCE quota in Power Maintenance wing in Electrical Department on Hyderabad Division.

1. It is proposed to fill up ten vacancies ( UR – 7, SC – 2, & ST – 1 ) in the category of Technician Gr.III ( P.M. ) in AC wing of Electrical ( GS ) Department on SC Division in Pay Band – 1 Rupee5200 – 20200 with PB – 1 Rupee5200 – 20200 ( RP ) with Grade Pay of Rupee1900/- against 25% LDCE quota in Power Maintenance wing in Electrical Department by holding a selection which consists of a written examination followed by perusal of service record.

Applications in prescribed proforma ( Annexure ) are invited from staff working in the categories of Helper Grade I ( P.M. ) in PB – 1 Rupee5200 – 20200 ( RP ) with Rupee1800 Grade Pay in Power Maintenance Wing and Helper Grade II ( Elec. ) in PB – 1 Rupee5200 – 20200 ( RP ) with Rupee1800 Grade Pay in Electrical department, subject to fulfillment of the following conditions :

1. Educational Qualifications : Passed 10th class examination with Science ( Physical and Chemistry ) and Mathematics under 10+2 system of education.

2. Service Conditions :

  1. In terms of CPO / SC S.C. No. 131/06, volunteers for the above said post should have put in three years of regular service as on the date of notification. The three years of qualifying service in Group ‘D’ is not applicable to SC / ST employees. However, they should be regular as on the date of notification.
  2. In terms of CPO / SC letter no. P(R)605/XI dated 18.06.2009, all employees volunteering for the above mentioned posts including SC / ST who have satisfactorily completed the two year period of probation in the recruitment grade need only apply. CL / Substitute service rendered after conferment of temporary status before regular absorption will be counted as service for appearing in the selection for promotion to the Group ‘C’ post subject to satisfactory completion of the period of probation of two years in regular employment.

3. They should be prepared to work anywhere on Hyderabad Division of South Central Railway.

4. They should be found fit in BEE ONE medical classification.

5. The pre selection training to the eligible volunteers belonging to the reserved community will be notified to all concerned in due course after finalization of the list of eligible volunteers for the selection.

6. The syllabus and model question bank for written examination will be advised in due course. The eligible employees have the option to use regional language in written examination in connection with the above selection in terms of CPO / SC S.C. No. 154/1999.

7. As the LDCE selection is held on volunteer’s basis there will be no supplementary examination.

8. In terms of Railway Board’s letter no. E[NG]1-2008/PM7/4 SLP dated 19.06.2009 ( CPO/SC S.C.No.95/2009 ), the final panel will be drawn in the order of merit based on aggregate marks of Professional ability and record of service. However a candidate must secure a minimum of 60% marks in Professional ability and 60% marks in the aggregate for being placed on the panel.

9. The empanelled employees will have to undergo training as per prescribed syllabus for a period of 6 months for staff possessing ITI in non relevant trade and 12 months for those who do not possess ITI qualification. Staff possessing qualification of ITI / Course completed act apprentices in the relevant trade is exempted from undergoing training.

10. The empanelled employees will be tested periodically during the prescribed training period. If they do not make satisfactory progress or do not show any improvement they will be reverted to their former post.

11. Their absorption in working post of Technician Grade III ( P.M. ) in PB – 1 Rupee5200 – 20200 ( RP ) with Rupee1900 grade pay is however subject to passing the requisite trade test after completion of training. The seniority of staff on promotion in skilled grade will be regulated in terms of para 302 of IREM i.e., with reference to the date of promotion ( after passing the trade test ) maintaining their interse seniority { as stipulated in para (vii) of CPO / SC serial circular No. 67/98 }. They will be on probation for a period of two years from the date of absorption in working post.

The volunteers are also advised that on promotion to the said category, they will further progress in the respective trade only and that they will not have any prescriptive right to claim for change of trade at a later date.

Wide publicity should be given to this notification amongst the eligible staff of Electrical department. A copy of this notification should be displayed on a notice board at a conspicuous place. All the supervisors concerned should ensure the same.

All supervisors are advised to ensure that all the eligible staff working under their control are informed about the above notification under clear acknowledgement from each and every individual. A copy of the acknowledgement should be forwarded to this office without fail.

Staff who are on deputation / leave / sick should also be notified to enable them to submit their applications through proper channel in time. It is the responsibility of the concerned supervisor to bring the notification to the notice of staff on deputation / leave / sick under clear acknowledgement and a copy of which may be sent to this office for record.

If any complaint is received from the employees for not being notified of above said notification, supervisory staff concerned will be held responsible.

The Supervisory staff should verify and forward all the applications in prescribed proforma ( Annexure ‘A’ ) received from eligible staff. Attested xerox copies of relevant certificates in support of age, caste, educational qualifications etc., as per the conditions mentioned above should be enclosed with application forms.

Respective unit in-charges should receive the applications from the eligible staff working under their control by 03.07.2015 and forward the same to the Branch Officer by 06.07.2015 who in turn will forward all the applications in one bunch under a covering letter addressed to APO/E/HYB so as to reach by 08.07.2015 certain. Applications received after the last date and other than in prescribed proforma will not be considered.
