Central Reserve Police Force online Recruitment for the post of SI (Overseer) ASI/ Draughtsman & CT/Poineer ( Mason / Plumber / Electrician / Carpenter / Painter ) in CRPF for Vacancy Year 2016-17

CRPF Online Applications through website of CRPF at (www.crpfindia.com) are invited from Male Indian citizens for the combatised post of following posts of Pioneer cadre in Central Reserve Police Force for filling up of vacancies, through online direct recruitment. The recruitment process will consist of Physical Standard Test (PST), Physical Efficiency Test (PET) and Documentation, Written Examination, Skill Test (for CT/Pioneer only) and Medical Examination.

* The post will carry dearness allowance, ration money, free accommodation, free uniform, free medical facilities, free leave pass ( once in a year during leave ) and other allowances as admissible under the rules in the Force.

Note : As per Ministry of Human Resource Development Notification No. 44 dated 01.03.1995 published in Gazette of India edition dated 08.04.1995, the Degree obtained through open Universities / Distance Education Mode needs to be recognized by Distance Education Council, IGNOU. Accordingly, unless such Degrees had been recognized for the period when the candidates acquired the relevant qualification, they will not be accepted for the purpose of Educational Qualification.

3. Nationality / Citizenship :

A candidate must be either :

  1. A citizen of India, or
  2. A subject of Nepal, or
  3. A subject of Bhutan, or
  4. A Tibetan refugee who came over to India, before the 1st January, 1962 with the intention of permanently settling in India, or
  5. A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda, the United Republic of Tanzania ( Formerly Tanganyika and Zanzibar ), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favor a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary will be admitted to the Examination  provisionally. Candidates are advised to go through the requirements of educational qualification, age, physical standards, etc. and satisfy themselves that they are eligible for the posts, before applying. When scrutiny is undertaken at any stage ( at PST and finally at Skill / Trade Test ), if any claim made in the application is not found substantiated the candidature will be cancelled and the department’s decision in this regard shall be final. Offer of appointment will be given only after the necessary eligibility certificate has been issued to him by the Government of India.

4. CRPF Eligibility Conditions :

a) Age : For SI/Overseer – Between 21 to 30 years. The cut off date will be 05th May, 2017. {Candidate should not have been born earlier than 06/05/1987 and not later than 05/05/1996 ( including the day of 06/05/1987 & 05/05/1996 )}. Relaxable for Government servant upto 5 years in accordance with the instructions or orders issued by the Central Government from time to time.

ASI / Draughtsman – Between 18 to 25 years. The cut-off date will be 5th May, 2017 ( Candidates should not have been born earlier than 06/05/1992 and not later than 05/05/1999. ( including the day of 06/05/1992 and 05/05/1999 ) ( Relaxable for Government Servant upto 40 years of age )

For the post of CT / (Mason / Plumber / Electrician / Carpenter / Painter) – Between 18 to 23 years. The crucial date for determining the age will be 5th May, 2017. {Candidate should not have been born earlier than 06/05/1994 and not later than 05/05/1999 (including the day of 06/05/1994 & 05/05/1999)}. (Relaxable for Government Servant upto 40 years of age).

Note : Candidates should note that Date of Birth as recorded in the Matriculation / Secondary Examination Certificate or an equivalent certificate will only be accepted by the CRPF for determining the age and no subsequent request for its change will be considered or granted ).

b) Relaxation :

  1. Upper age limit is relaxable up to 5 years for SC/ST candidates and 3 years for OBC candidates. There will be relaxation in age for ExServicemen in accordance with the Government orders on the subject.
  2. The children and dependent family members of those who were killed in the riots of 1984 would be eligible for relaxation in upper age by 5 years. If the applicant belongs to SC/ST or OBC category, the relaxation so provided in this clause will be in addition to the age relaxation as applicable in (1) above. To obtain this relaxation a certificate from the concerned District Magistrate of the district where the victim was killed, should be produced at the time of recruitment.
  3. Upper age limit upto 05 years is also relaxable for those persons who had originally been domiciled in the State of J & K during the period from 1st January, 1980 to 31st December, 1989. The persons claiming relaxation under this category should produce a certificate to the effect that they had been domiciled in the State of J & K during the period from 1st January, 1980 to 31st December, 1989 from the District Magistrate within whose jurisdiction they had originally resided or from any authority designated in this behalf by the Government of J & K. If the applicant belongs to SC/ST or OBC category, the relaxation so provided in this clause will be in addition to the age relaxation as applicable.
  4. The children and dependent family members of those who were killed in the riots of 2002 in Gujarat would be eligible for relaxation in upper age by 5 years. If the applicant belongs to SC/ST or OBC category, the relaxation so provided in this clause will be in addition to the age relaxation as applicable in (1) above. To obtain this relaxation a certificate from the concerned District Magistrate of the district where the victim was killed, should be produced at the time of recruitment.

Educational / Technical Qualifications :

SI/OVERSEER : Intermediate with 3 years Diploma in Civil Engineering from a recognized Board / Institution or university or equivalent

ASI / Draughtsman : Matric with English, General Science and Mathematics from a recognized board with three years diploma in Draughtsman Course ( Civil/Mechanical Engineering) from a Government recognized Polytechnic.

CT/Masson-CT/Plumber-CT/Electrician : Minimum matriculation / Xth class pass or equivalent from a recognized Board, or university recognized by the Central or State Government

Technical Qualification : One year experience in respective trades i.e. Massonry, Carpentry, Painting, Plumbing or Electrician.

Candidates having certificate ( Three months & above duration ) under National skill qualification framework compliant anchored by National skill development Agency (NSDA) under Government of India, Ministry of Skill Development and Entrepreneurship or certificate of trade from recognized Industrial Training Institute agency will be eligible for additional 5 marks during trade test. However, authenticity of certificate will be verified from concerned institutions as per verification procedure.

6. PET :

A. SI/Overseer : All candidates possessing minimum physical standard, will be required to undergo physical efficiency test as under. PET shall not carry any marks. However, it would be mandatory for the candidates to qualify this test,  failing which the candidate will be eliminated.

Note : Candidates must not have knock knee, flat foot, varicose vein or squint in eyes. They must be in good mental and physical health for duties in all places including in high altitude and be fit to serve in border areas with extreme climatic conditions and must be free from any defect likely to interfere with the efficient performance of the duties.

Note-I : Ex-servicemen who have already secured employment in civil side under Central Government in Group “C” & “D” posts on regular basis after availing of the benefits of reservation given to ex-servicemen for their re-employment are NOT eligible for fee concession or for claiming benefits of reservation under Ex-Servicemen category. However, they are eligible for age relaxation.

Note-II : The period of “Call up Service” of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation.

Note-III : For any serviceman of the three Armed Forces of the Union to be treated as Ex-Serviceman for the purpose of securing the benefits of reservation, he must have already acquired at the relevant time of submitting his application for the Post / Service, the status of ex-serviceman and /or is in a position to establish his acquired entitlement by documentary evidence from the competent authority that he would complete specified term of engagement with the Armed Forces within the stipulated period of one year from the Closing Date 05th May, 2017.

Note-IV : Age Concession is not Admissible to Sons, Daughters and Dependents of Exservicemen.

Note-V : Physical / Medical Standard and other eligibility for recruitment of Ex-servicemen in CRPF for the post of SI/Overseer, ASI / Draughtsman and CT/Pioneer (all trades) will be as under :-

  1. Physical Standard : Measurement to be recorded (Should not be disqualified)
  2. Medical Category : Should be SHAPE-I/AYE & as per direct recruitment.
  3. Character : Minimum requirement will be good character certificate. Copy of discharge certificate may also be attached
  4. Education : As per Ex-servicemen (Re-employment in Central Civil Services and Posts) Rules 1979 and amendment issued time to time.
  5. Age Limit : Age concession for Ex-Servicemen will be allowed in accordance with the orders issued by the Government of India from time to time and they will be allowed to deduct Military service from their actual age and such resultant age should not exceed the Prescribed age limit by more than three years.

Note : Other terms and condition for re-employment of ex-servicemen as mentioned in Ex-servicemen (Re-employment in Central Civil Service and Posts) Amendment Rules, 2012 and any other instruction issued by GOI from time to time, will also be applicable.

Note-VI : No race / Physical Efficiency Test will be held for Ex-servicemen at the time of their recruitment in CRPF. However, Ex-servicemen will be required to appear at the time of PST/PET event to record their measurements, documentation and produce their education certificate and other testimonials. They will also appear in written test, trade test & medical examination.

Explanation 1 : An Ex-Serviceman means a person who has served in any rank whether as a combatant or non-combatant in the Regular Army, Navy, Air Force of the Indian Union, and

  1. Who retired from such service after earning his pension. This would also include persons who are retired/retire at his own request but after having earned his pension; or
  2. Who has been released from such service on medical grounds attributable to military service / circumstances beyond his control and awarded medical or other disability pension; or
  3. Who has been released, otherwise than on his own request from such service as a result of reduction in establishment; or
  4. Who has been released from such service after completing the specific period of engagements, otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency, and has been given a gratuity; and includes personnel of the Territorial Army of the following categories, namely :-
  1. Pension holders for continuous embodied service,
  2. Persons with disability attributable to military service; and
  3. Gallantry award winners.

Explanation 2 : The persons serving in the Armed Forces of the Union, who on retirement from service, would come under the category of “ex-serviceman” may be permitted to apply for re-employment one year before the completion of the specified terms of engagement and avail themselves of all concessions available to ex-servicemen but shall not be permitted to leave the uniform until they complete the specified term of engagement in the Armed Forces of the Union.

Explanation 3 :
(1) Children means

  1. Son (including adopted son) or
  2. Daughter (including adopted daughter)

(2) Dependent family member means

  1. Spouse or
  2. Children or
  3. Brother or sister in the case of unmarried victim who was wholly dependent on that victim at the time of his getting killed in the riots would be eligible. In order to be eligible for upper age relaxation in the category of SC/ST and OBC the applicant should produce a certificate to that effect from the concerned District Collector / District Magistrate where in the victim was killed.

8. Process of Certifications and Format of Certificates :

  1. Candidates who wish to be considered against vacancies reserved / or seek agerelaxation must submit requisite certificate in prescribed proforma from the competent authority. Otherwise, their claim for SC/ST/OBC/Ex-Servicemen status will not be entertained and their candidature / applications will be considered under General (UR) category subject to fulfilling requisite eligibility prescribed for General Category. The formats of the certificates are annexed. However caste certificate which has been prepared in manner as elaborated in para 3(xxii) will be accepted as prescribed certificate. Certificates which are other than para 3(xxii) will not be accepted. Candidates claiming OBC status may note that the OBC certificate should have been obtained within three years before the closing date i.e. 05/5/2017. The Department has decided to accept OBC certificate, in the prescribed format, issued after the closing date for receipt of application but issued on or before the date of verification of their document, as valid proof of belonging to OBC. At the time of documentation the candidates have to produce valid caste certificate otherwise their candidature will be considered against General Category and no request for considering again in reserve category will be accepted.
  2. West Pakistani refugees should produce certificate at the time of documentation issued by the Sarpanch / Numberdar of a candidate’s village to the effect that the person belonged to the West Pakistani Refugees category, alongwith a copy of the electoral roll showing the name of the candidate in the voters list for elections to the parliamentary constituency (as they do not enjoy voting rights to the state legislative assembly) be accepted as proof of their being West Pakistani Refugees for recruitment. As far as the scheduled castes among the said refugees are concerned, the state government have already issued certificates indicating the SC status.

Note : Candidates are warned that they will be permanently debarred from the examination in case they fraudulently claim SC/ST/OBC/Ex. Ser. status.

9. CRPF Examination Fee :

Candidates applying for the post of SI/Overseer, ASI/Draughtsman and various ranks of CT / Pioneer (Masson, Plumber, Electrician, Carpenter and Painter) belonging to General(UR)/OBC category should deposit examination as mentioned below :-

  1. SI/Overseer : Rupee200/-
  2. ASI/Draughtsman : Rupee100/-
  3. CT/Pioneer (Masson, Plumber, Electrician, Carpenter and Painter) : Rupee100/-

Central Reserve Police Force Examination fee should be deposited in following mode.

  1. Through SBI Challan (Challan other than SBI will not be accepted). Payment of fee through SBI Challan will be accepted upto 01/05/2017 only.
  2. Net Banking through any bank
  3. Credit card / Debit Card of any bank.

Details of remittance particular are also mentioned in the online application.

10. CRPF Mode of Payment :

  1. The payment of Examination fee will be Online mode.
  2. For payment of Examination fee, candidate should click on payment mode column in part-III of application form and he will be connected to payment website as per following procedure.
  3. The facility and complete process/guidelines for submitting online application is available on website i.e. www.crpfindia.com
  4. Candidates belonging to Scheduled Caste, Scheduled Tribe and Ex-Servicemen eligible for reservation are exempted from paying fee.

Note I : Fee once paid will not be refunded under any circumstances. Candidates are advised to visit only www.crpfindia.com directly and fill in application form. No other link has been created by CRPF for filling application form and payment of fee. Candidates will be responsible for any loss on account of payment of fee in case instructions are not followed resulting in incomplete application form or fee paid through some other link or multiple payments are made against single registration. Before filling application form candidates should ensure that requisite internet speed is available to avoid technical error during processing of application form.

Note II : Fee paid by modes other than as stated above, will NOT be accepted.

Note III : In case of non receipt of requisite fee from candidates (except exempted category) their application will be straightaway rejected.

Note IV : Tariff / Taxes charges will be borne by the candidate in addition to fees as applicable for Bank.

Note V : Fee should be paid online using internet banking or Debit Cards, Credit Cards (Service charge applicable for the bank will be borne by the candidate only) or can be paid through SBI challan in any branch of SBI. If the fees paid through a challan in SBI branch copy of challan be produced by the candidates at the time of PST. Payment of fee through SBI Challan will be accepted upto 01/05/2017 only and thereafter services disabled.

Note VI : No amount will be refunded in any case. Candidates are advised to be careful while making payment and avoid making multiple payment against single registration, as payment made are non refundable. If they are making such payment, it will be at their own risk / loss.

Note VII : Fee paid before 06/04/2017 ie opening date of online application form will also not be accepted.

Note VIII : SC/ST candidates if any, applying from General Category due to non availability of vacancy or other reason is also exempted for payment of fees :-

11. How to Apply for CRPF :

The application must be submitted ONLINE only. No application will be accepted offline. As already mentioned in para/1 of this notification, the facility for submitting online applications is available on website www.crpfindia.com. Procedure for online submission of application is also available in said website. However same incorporated. Candidature of the candidate application offline will be rejected summarily.

  1. Candidates should apply for the post through online for which they should visit CRPF Website www.crpfindia.com
  2. Closing Date/Last Date of Receipt of online Application : 05/05/2017.
  3. The online applications should reach by (05/05/2017) i.e closing date for submission through online mode only.
  4. To apply online visit our website (www.crpfindia.com) with the link Recruitment & further CT(Tech & Trades) ”Apply”
  5. Detailed instructions for filling online application are available on the website. Candidate should read the instructions carefully before making any entry or selecting options. Before applying online, candidate will be required to have a scanned (digital) image of his recent photograph and signature for uploading as per detailed instructions available on the link for submission of online application.
  6. After submitting the online application, the candidates are required to take print out of the finally submitted online application and retain the same with them.
  7. Candidates are not required to submit it to any office of CRPF either by post or by hand the printouts of their online applications or any other documents. They will be required to submit printout of online application along with self attested documents in support of their eligibility as and when called for.
  8. The candidates are advised to submit only single online application. However, if somehow, he submit multiple online applications, then he must ensure that online application with the higher “Application Number” is complete in all respects including fee / intimation and bank charge. The applicants, who submit multiple online applications, should note that only the online application with higher “Application Number” shall be entertained by the CRPF and fee / intimation and bank charges paid against one “Application Number” shall not be adjusted against any other “Application Number”.
  9. Application once submitted cannot be modified; hence, utmost care should be taken to furnish the correct details before submitting the online application.
  10. Candidates are required to keep active their personal Email-ID and the mobile Number during the currency of this recruitment process. Hence, for their own interest, candidates should not give email ID / mobile phone numbers of others.
  11. Candidates are advised in their own interest to apply online much before the closing date and not wait till the last date to avoid the possibility of disconnection.
  12. The payment of application fee will be made online. The receipt of the fees should be preserved and produced at the time of PST/PET & documentation.
